Facebook Ad Campaign Structure for Loan Officers: Three Ad Sets and a Lead Feedback Loop

By Alex Regueiro · October 25, 2026 · 5 min read

A Facebook form fill is not a good lead until somebody picks up the phone and finds out. A new campaign that only reports form fills cannot tell you which ads are sending people who answer and which are sending noise. That was the gap to close on launch day for this loan officer's first paid lead source.

Here is the structure we launched and the feedback loop we wrapped around it. It is written for mortgage loan officers who are about to run Facebook ads and want a campaign they can learn from within the first weeks.

The situation

The loan officer had no paid lead source. He wanted one, and he wanted it to be defined from the first day: clear ad groups, a clear way to judge what came in, and a clear point at which to start changing things. The call was the launch session.

What was missing

A campaign with one ad and one audience gives you one blended result, and you cannot see what is working. A campaign that you edit every day never collects enough data to teach you anything. And an ad platform has no way to know whether a lead answered the phone, since that happens outside the platform.

The structure and habits below are built to close those three gaps.

What we built

We launched one Facebook campaign with three ad sets, all using Instant Forms and all running under campaign budget optimization, which lets Meta distribute one shared budget across them. The ad sets and the rules around them were:

  • A VA loan ad set.
  • A general loans and buy-down ad set.
  • A free webinar ad set, promoting a Tuesday evening session.
  • A hold on all changes until the following Monday, so the campaign has enough data before anyone adjusts it.
  • A calling rule: the loan officer calls every Instant Form lead promptly and reports back whether the person answered. That report is how we tune targeting and creative.
  • A slide deck on rates and buy-downs for the evening webinar, sent ahead of the session. The webinar is recorded so we can cut 10-12 content clips from the single recording.
  • A flag that identity verification is required for advertiser accounts.

What changed

The campaign launched on the call, and no lead results had been reported yet. The difference is in what happens to each lead from now on.

In this setup a form fill ends with a phone call and a one-line report: answered or not. That turns lead quality into something we can compare across the three ad sets, and it gives the loan officer a clear job in the first week. The webinar also pays twice, once as a lead source and again as the raw material for a batch of short clips.

Give a new campaign room to learn

This section is advice for your own launch. Decide before you start how long you will leave the campaign alone. We chose until the following Monday. Decide who calls every lead, how soon, and where the answered-or-not result is written down.

If you split your ads into groups, make each group differ by one clear thing, like loan type or offer, so a difference in results points to a reason.

Frequently asked questions

What is campaign budget optimization on Facebook?

It means you set one budget at the campaign level and Meta decides how much of it each ad set gets. For this loan officer, that let the VA, general and webinar ad sets share one budget while we waited to see which ones drew leads.

Why wait before changing a new campaign?

Changing ads or audiences too early can disrupt what the platform has learned and leaves you with too little data to judge. We held all changes until the following Monday so there was enough to look at before anyone touched anything.

How can a loan officer measure lead quality from Facebook ads?

Call every lead promptly and record whether they answered. Over a few weeks the answer rate by ad set shows which targeting and creative are sending real prospects, which a form-fill count alone cannot tell you.

Why record the webinar?

One recording can be cut into several short clips, which saves a separate filming day. In this plan we expected 10-12 clips from a single recorded evening session, on top of the leads the webinar itself brings.
