Meta Business Verification Blocking Ads: What We Did While Waiting Across Locations

By Alex Regueiro · October 25, 2026 · 5 min read

New ads could not launch in any market, and the reason was not the creative. A pending business verification and an active advertising restriction on the Meta account stood between a multi-location operator and every campaign it wanted to run.

The business rents suites in several markets. This account is for home service businesses and other multi-location operators who may hit the same wall. We have no resolution to report, because the restriction was still active when our call ended. What we can share is what we did with the time.

The situation

We sat down with the owner to launch ads across the markets. First, we worked through Meta business verification across the locations. Then, during the call, we found an active advertising restriction that blocked new ad creation.

Pending verification and a live restriction together meant nothing new could go out in any market. Waiting is the worst use of a launch week, so we split the work into what the block stops and what it does not.

What was blocking launch

Verification requires the business name, address and phone number to match across the documents submitted. That is a paperwork task. It sat with the owner, not with the ad account, and it needed the documents lined up before anyone could press submit.

We cannot say what caused the restriction, and we have no confirmation that it was tied to the verification. We treated them as two blockers and worked on both.

What we did while blocked

Everything that does not need a live ad account was fair game.

  • We began a campaign build document for every location, with creative, targeting and copy per market, so launch day is a matter of publishing once the block lifts.
  • We pursued Meta support to resolve the restriction.
  • We took a live consult with a Meta marketing specialist on campaign structure and CRM integration.
  • A call with Meta's technical team was set up about connecting one market's account to GoHighLevel through the Conversions API.
  • We created a new GoHighLevel sub-account for another market during the call. It still needs a dedicated Gmail account for operational setup.
  • We agreed to start a search for an operations-focused virtual assistant, because repetitive setup and compliance tasks were using up too much of the owner's time and ours.

What changed

The restriction itself did not clear on the call, and we are not reporting a launch or a result. What changed is that the work that is independent of the restriction is now done or assigned.

Before, the plan was to launch and learn. After, the launch is staged: the build document is under way, the integration call is booked, the new market has its sub-account, and the verification paperwork has an owner. When Meta lifts the restriction, the delay should come from Meta and not from us.

Check your verification before you need it

This is advice for your own account, not a claim about the operator. Pull up every document you would submit for verification and compare the business name, address and phone number line by line. Fix the differences before you are in a hurry.

Then decide who owns the paperwork, and write your campaign build document now, before any ad account problem forces you to. If a restriction ever appears, you will already know what you would have launched.

Frequently asked questions

Why does Meta business verification need matching business details?

In this case the requirement was that the business name, address and phone number match across the documents submitted. Mismatched details make it hard to show that the documents describe one business, so check each document against the others before you submit.

Can you build campaigns while an ad restriction is active?

You can prepare them. We began a build document with creative, targeting and copy for each location while pursuing Meta support. Ad creation itself stayed blocked, so we treat the document as staging and not as a launch.

Why connect the CRM to Meta through the Conversions API?

It lets conversion events from the CRM flow back to Meta, which gives the ad system better information about which leads matter. We booked a technical call to cover this for one market's account with GoHighLevel and have no results to share yet.

Should a multi-location business hire help for ad account setup?

In this case the owner and we agreed that repetitive setup and compliance tasks were using too much time and should move to a dedicated assistant. We agreed to start the search. Whether it fits your business depends on how many accounts you manage.

If a launch is stuck behind account setup, book a 30-minute AI follow-up and reporting audit. We list what is blocked, what is not, and what you can build while you wait.
